India fails to sign resolution against child marriage

LONDON. India, the world's child marriage capital, has once again failed its under-age brides. The country has refused to sign the first-ever global resolution on early and forced marriage of children led by the UN.
The resolution was supported by a cross-regional group of over 107 countries, including almost all countries with high rates of child marriage—Ethiopia, South Sudan, Sierra Leone, Chad, Guatemala, Honduras and Yemen. The resolution floated by the UN Human Rights Council stressed the need to include child, early and forced marriage in post-2015 international development agenda and acknowledged the multi-faceted impact of early marriage on the "economic, legal, health and social status of women and girls" as well as "the development of the community as a whole".
India has the record of having the highest absolute number of child brides: about 24 million. This represents 40% of the 60 million world's child marriages.
The percentage of women between the ages of 20 and 24 who were married before 18 years of age has decreased from 54% in 1992-93 to 43% in 2007-08, thus showing a reduction of 11% in 15 years. This improvement however is far too little, experts say.
"Child marriage is a social ill across south Asian countries. However, Nepal probably is the only country that signed the resolution. Both India and Bangladesh which have high rates of child marriages didn't sign in. It a setback globally to the cause that India didn't speak out".
The Centre for Reproductive Rights says governments in the South Asia region have failed to enact and enforce adequate laws that prohibit child marriage.
"The practice persists with impunity. In South Asia, 46% of women between ages 20-24 report having been married before age 18 in 2010. This translated to 24.4 million women in the region. Estimates project that from 2010 to 2030, 130 million more girls in the region will be married."
"Child marriage does not constitute a single rights violation - rather, every instance of child marriage triggers a continuum of violations that continues throughout a girl's life. Child marriage endangers the survival and well-being of women and girls by exposing them to forced initiation into sex and sexual violence as well as to early, unplanned and frequent pregnancies. Further, women and girls married as children are often denied educational opportunities, are isolated from society and face a lifetime of economic dependence," the Centre said.
India introduced laws against child marriage in 1929, and set 12 years as the legal age for marriage. Later, it was increased to 18 years in 1978.

Dhyanchand for Bharat Ratna, Sachin can Wait

New Delhi: The Sports Ministry has recommended hockey legend Major Dhyan Chand's name for India's highest civilian honour -- the Bharat Ratna. A letter recommending Bharat Ratna for Dhyan Chand has been sent to the Prime Minister," said Sports Secretary P K Deb.
“Though there was a call for awarding the Bharat Ratna to Sachin Tendulkar, but the ministry feels that he is still there and can wait for the honour, whereas the hockey maestro has been kept waiting for too long”, he said.
The recommendation, sent to Prime Minister Manmohan Singh, will be studied further before it goes for approval of President Pranab Mukherjee, for the hockey wizard to get the award posthumously.
Dhyan Chand won three gold medals at the Olympics -- 1928 in Amsterdam, 1932 in Los Angeles and 1936 in Berlin. He passed away in 1979. The government in 2011 had ignored the plea of 82 Members of Parliament, who recommended Dhyan Chand's name for Bharat Ratna but in January 2012, the Ministry itself forwarded his name along with Olympic gold medallist shooter Abhinav Bindra and mountaineer Tenzing Norgay for the award.
A six-member delegation, led by Dhyan Chand's son Ashok Kumar, met Sports Minister Jitendra Singh on July 12. The delegations also included former India cricket captain Bishan Singh Bedi and Dhyan Chand's grandson Gaurav Singh.

Raipur. Poised for polls in November this year the Chhattisgarh government has gone pro-public by foregoing a general amount as cess on electric bills. Last year the price hike was sizeable.
The Power Cess (Amendment) Bill introduced by State Government during Monsoon Session of Vidhan Sabha was passed with voice votes. With enactment of this amendment bill, the domestic consumers of state will be save a small amount on their monthly electricity bills. Though savings for big consumers will be reasonable.
According to officials concerned, as per the current electricity tariffs, domestic consumers are charged as per slab i.e., 14 per cent on consumption up to 100 units, 15 per cent on consumption of 101-200 units and 23 per cent on consumption of more than 200 units. With effect of amendment bill, these tariff charges will be reduced to a flat 8 per cent.
Since Electricity Act 2003 came into effect, the electricity tariffs are decided by Chhattisgarh Power Regulatory Commission every year. Between year 2005 and 2013, the electricity tariffs in Chhattisgarh have been revised seven times. At present, Power Production Company pays duty of Rs 0.02 per unit to Power Distribution Company. But after the amendment bill, Production Company will save about Rs 47 crore per year and the revenue requirement of Power Distribution Company will decrease by Rs 47 crores. Subsequently, the consumers will be able to avail power-supply at much lower cost. After the Bill and the rebates provided on electricity duty, the annual expenditures of Power Production Company will go down by Rs 282 crore per year. Moreover, the production cost of electricity will also decrease 1.5 paise per unit. Hence, the electricity tariffs for the consumers will also roll back.  Chhattisgarh is the first and the only state of the country to supply electricity for 24x7 to its household, agro and industrial consumers.

Breather for CG Industries

The Chhattisgarh State Electricity Regulatory Commission (CSERC) Friday evening released the tariff plan for different power companies for the financial year 2013-14. The order would be effective till March 31, 2014 or the next order of the state government. “Since after the regularization and adjustment of annual revenue, it is seen that the power company does not require additional fund and hence there is no hike in the existing power tariff in the state,” P N Singh, commission secretary, said. The commission had recommended steep hike in the power tariff last year. Last year, the hike was between 16% and 46%. While the domestic consumers had to pay more, the power price went up for all classes of industry. The state goes to the polls in November this year. The state government had decided not to hike the power tariff this year and arm the opposition with an issue just before the elections. “A further hike in the tariff would have forced 50% (small and medium) industries in Chhattisgarh to close down the unit,” Chhattisgarh Sponge Iron Manufacturing Association President Anil Nachrani said.

Patna/Chhapra. 22 students of a primary school die due to midday meal laced with organic phosphorus, a deadly chemical used as insecticide/pesticide. Just how the poison made its way into the meal, is a question that can be best answered by the way things go around in India.
From terrorist attacks, to rapes on roads to the Uttarakhand tragedy, it is the same story again and again. We all seem to neglect simple rules of safety when all seems to be well. In the Mambai terror attacks, miscreants had made their way into the posh Taj with arms and ammunition undetected.

So far so good with the metal detection system installed, almost everywhere in VVIP surroundings. In Uttarakhand shops, hotels and dharmshalas were built in the path of a river. Police men at Delhi failed to respond to calls from a running bus till the tortured duo were thrown out of it. People in remote areas are still apt to use discarded bottles and jars for use in the kitchen.
From what we may call inputs in the Gandaman Primary School case of Saran district, 90km northwest of Patna, it may be presumed that a discarded pesticide can was used to store edible cooking oil in the kitchen shed for midday meals. It went into the food and killed as many as 22 students all between age 4 to 10.

As usual, a hue and cry was raised and search for a scape goat established. The HM who had forced the students to finish their meals has become the prime suspect by default. She may have forced the students just as usual. Most students keep complaining about midday meals and it may have been a routine affair. But things worsened when students started to drop and die. Guessing trouble the HM eloped with her husband who runs a grocery shop.
This simple act of escaping the wrath has given the government to lash back against the opposition. The HM and her husband are now claimed to be connected with the opposition. The opposition had seen to it that things went from bad to worse for the ruling Nitish government. From torching vehicles and turning the school into a graveyard they did everything to spur up an issue against the government.
No Pam in hospital stock

“We did not have the Pam antidote in stock. In fact, we do not keep it in stock because organophosphor poisoning is rare. said a senior official at the Chhapra Sadar Hospital. We sent officials to the market but they could not find it in the medical stores. They managed to get a few ampoules from the wholesaler,” said Dr Shaligram Vishwakarma, the medical officer at the Chhapra Sadar Hospital.
Pam could have saved lives
J.P.N. Barnawal, a doctor at the paediatrics department of PMCH, said: “There is a hundred per cent chance of a patient’s survival if the antidote is given on time. Organophosphorus is so toxic in nature that it can damage the entire nervous system and lead to death if treatment is not started early.”
Missing antedotes
Atropine, pralidoxime and benzodiazepine are standard antidotes for organophosphorus poisoning. “These antidotes should be present in most hospitals,” said B. Suresh Shetty, professor of forensic medicine at the Kasturba Medical College, Mangalore. The Chhapra hospital had around 2000 atropine ampoules, but that would not have been enough to treat 50 patients.
Organophosphorus
Organophosphorus compounds are key ingredients of insecticides used to protect grains from infestation. Guidelines for the use of organophosphorus compounds demand that all food stuff and water supplies should be kept away from the area where these compounds are kept. Old containers of pesticides should not be used after washing as they could still retain residues. Organophosphorus poisoning can lead to nausea, vomiting, diarrhoea, abdominal pain, muscle weakness, abnormal heart rhythm, cardiovascular collapse.

मोदी ने छीना मुसलमानों का विकल्प

नई दिल्ली। दिल्ली भाजपा के उपाध्यक्ष आमिर रजा हुसैन ने मोदी के खिलाफ टीवी पर दिए गए इंटरव्यू के बाद अपने पद से इस्तीफा दे दिया है। पद्म श्री पुरस्कार से सम्मानित रंगमंच की जानी-मानी हस्ती आमिर को दो माह पहले ही इस पद पर नियुक्त किया गया था। उन्होंने सोमवार को एक न्यूज चैनल से साफ-साफ कहा कि मोदी के पिल्ले व बुर्कें वाले बयान बांटने वाले व निंदनीय हैं। मुसलमान इनका कभी समर्थन नहीं कर सकते। इतना ही नहीं उन्होंने कहा, मोदी भाजपा नेता हैं मेरे नहीं।

आमिर का इस्तीफा तुरंत स्वीकार कर लिया गया। आमिर ने एक अखबार से कहा, उन्हें उनके बयान पर कोई पछतावा नहीं है और उनका इस्तीफा देना सही है। उदार व अल्पसंख्यक जगत में रहने वाले मेरे जैसे कई लोग कांग्रेस विरोधी विकल्प चुनना चाहते हैं। मोदी को प्रमोट करके भाजपा ने वह विकल्प खत्म कर दिया है। 

पांच बेटियों संग किया मुंहकाला

भरतपुर। एक पिता ने हैवानियत की सारी हदों को लांघते हुए 5 बेटियों को हवस का शिकार बना डाला। मामला बयाना के कोतवाली थानाक्षेत्र का है। सोमवार रात चौथे नंबर की बेटी ने पिता के खिलाफ रिपोर्ट दर्ज करवाई, जिसमें स्वयं सहित 5 बहनों से दुष्कर्म का मामला दर्ज कराया।  

पुलिस ने पिता के अलावा मां को भी गिरफ्तार कर लिया। पुलिस का दावा है, पूछताछ में पिता ने दो बेटियों से शारीरिक संबंध बनाने की बात कुबूल की। वो कृषि विपणन बोर्ड से सेवानिवृत है। पीड़िता ने बताया, कुछ दिनों पहले वह घर आई थी तो उसकी 4 वर्षीय बेटी को खिलाने के बहाने पिता ने गलत हरकतें शुरू कर दी। नजर पड़ने पर उसने बेटी को बचाया। सोमवार को 3 व 4 चौथे नंबर की बेटी ने एसपी अंशुमन भौमिया से मिल कहानी बयां की। पीड़िता ने कक्षा 9 से स्नातक प्रथम वर्ष की परीक्षा 20 अप्रेल 2003 तक दुष्कर्म करने का आरोप लगाया।

पीड़िता ने आरोप लगाया कि पिता ने सबसे पहले बड़ी बेटी को शिकार बनाया, जब वह कक्षा 6 में पढ़ती थी। विरोध पर लोहे की रोड से मारपीट की। कक्षा 8 में वह गर्भवती हो गई तो आगरा में गर्भपात कराया। इसके बाद भी शोषण करता रहा। 1995 में शादी होने से 15-20 दिन पहले दूसरी बार भरतपुर में गर्भपात कराया। पीड़िता ने आरोप लगाया है कि पिता ने सभी बहनों के साथ उनकी स्कूल से लेकर कॉलेज शिक्षा तक दुष्कर्म किया। पीड़िता भी एक बार गर्भवती हुई। पीड़िता ने इस बारे में मां को बताया तो उसने कहा कि यह रिवाज है, जो बड़ी बहनों के साथ हुआ है, वही तुम्हारे साथ हो रहा है।

धोनी के उस्ताद का निधन

नई दिल्ली। झारखंड के रणजी क्रिकेटर और महेंद्र सिंह धोनी को 'हेलिकॉप्टर शॉट' सिखाने वाले उनके दोस्त संतोष लाल की दिल्ली के अपोलो हॉस्पिटल में इलाज के दौरान मौत हो गई। संतोष को पैन्क्रियाज में इन्फेक्शन के बाद रांची से दिल्ली लाया गया था।

टीम इंडिया के कैप्टन धोनी अपने बीमार दोस्त की मदद के लिए आगे आए थे। धोनी की ही पहल पर सोमवार को संतोष को गंभीर हालत में एयर ऐम्बुलेंस के जरिए दिल्ली लाया गया था। उन्होंने मीडिया को बताया कि संतोष रांची के बेहतरीन क्रिकेटर्स में से थे। वह बेहद सौम्य और खुद्दार इंसान थे। उनके निधन से झारखंड के क्रिकेट जगत को झटका लगा है।

हैक हो जाएगा विंडोज एक्सपी

नई दिल्ली। अगर आप अपने कंप्यूटर और लैपटॉप में विंडोज एक्सपी आॅपरेटिंग सिस्टम का इस्तेमाल कर रहे हैं तो संभल जाएं। माइक्रोसॉफ्ट की ओर से अगले साल 8 अप्रैल से इसके लिए सपोर्ट सर्विस बंद कर देने के ऐलान के मद्देनजर सरकार की साइबर सिक्युरिटी टीम ने लोगों को आगाह किया है। कंप्यूटर इमरजेंसी रेस्पॉन्स टीम की ओर से जारी ताजा अडवाइजरी में कहा गया है कि सपोर्ट सर्विस बंद होने से हैकिंग की आशंकाएं कई गुना बढ़ जाएंगी। 

सपोर्ट सर्विस बंद होने का मतलब है कि इस ओएस के लिए किसी किस्म का आॅनलाइन टेक्निकल सपोर्ट नहीं मिलेगा। ऐसे में हर रोज बढ़ रहे कंप्यूटर वायरसों और संदिग्ध वेबसाइटों को लेकर आपके कंप्यूटर की सिक्युरिटी खतरे में पड़ जाएगी। रेस्पॉन्स टीम की ओर से सुझाव दिया गया है कि अप्रैल 2014 से पहले लोग अपने आॅपरेटिंग सिस्टम को अपग्रेड कर लें। मतलब यह है कि या तो विंडोज का ही कोई दूसरा वर्जन इस्तेमाल करें या किसी दूसरे ओएस प्लेटफॉर्म की ओर स्विच करें। 

प्लास्टिक बॉटल में नहीं मिलेगी दवा

नई दिल्ली। दवाओं को प्लास्टिक या पॉलीएथिलीन टेरेथैलेट (पेट) बोतलों में बेचने पर जल्द ही रोक लग सकती है। हाल में ही एक एनजीओ ने केंद्रीय स्वास्थ्य मंत्रालय को लिखे एक पत्र में कहा है कि दवाओं को इन बोतलों में रखना स्वास्थ्य के लिए नुकसानदेह है। एनजीओ की पहल के बाद ड्रग टेक्निकल एडवाइजरी बोर्ड की बैठक में इस मुद्दे पर विचार किया गया। बैठक में तय हुआ कि प्लास्टिक बोतलों में दवाओं की पैकेजिंग से सेहत को होने वाले नुकसान की जांच के लिए एक पैनल बनाया जाएगा। 

गौरतलब है कि पिछले कुछ सालों में कई किस्म के सीरप, इंजेक्शन और अन्य दवाओं को प्लास्टिक या पेट बॉटल में बेचने के काम में तेजी आई है। दवाओं को इन बोतलों में बेचना जहां सस्ता पड़ता है, वहीं इनके टूटने का भी खतरा नहीं रहता। एनजीओ ने अपनी चिट्ठी में कहा है कि प्लास्टिक या पेट बोतलों में दवाओं को रखने से उनकी रासायनिक संरचना में बदलाव आ जाता है, जोकि सेहत के लिए खतरनाक है। यह पर्यावरण के लिए भी खतरनाक   है।

कोर्ट में गूंजी डॉन की आवाज

नई दिल्ली। अंडरवर्ल्ड डॉन दाऊद इब्राहिम की आवाज जब अदालत में गूंजी तो एक पल के लिए सबके कान खड़े हो गए। आईपीएल स्पॉट फिक्सिंग मामले में आरोपियों की जमानत अर्जी का विरोध करते हुए दिल्ली पुलिस की स्पेशल सेल ने अपना सबसे अहम सबूत अदालत में पेश किया। पुलिस ने आरोपियों की फिक्सिंग से संबंधित फोन कन्वर्सेशन अदालत को सुनाई जिसमें दाऊद से बातचीत की रेकॉर्डिंग भी शामिल थी।

पुलिस ने फिक्सिंग मामले में आरोपी आईपीएल के सस्पेंड खिलाड़ी अजित चंदीला समेत 7 आरोपियों को जमानत देने का विरोध किया। पुलिस ने बुकी और दाऊद के गुर्गों की टैप की हुई बातचीत की वे रेकॉर्डिंग्स अदालत को सुनाई, जिनमें वे टी-20 में स्पॉट फिक्सिंग को लेकर आपस में बातें कर रहे हैं।

टैप की हुई ये कन्वर्सेशंस अदालत में प्ले की-

1. -आरोपी सुनील भाटिया की अश्विनी अग्रवाल उर्फ टिंकू मंडी से खिलाड़ी को फिक्स करने के बारे में बातचीत
2. -टिंकू मंडी की पाकिस्तान में रहने वाले डॉक्टर जावेद चुटानी से एक न्यूज चैनल पर फिक्सिंग को लेकर चले प्रोग्राम में नाम आने के संबंध में बातचीत
3. -सलमान और फिरोज के बीच आरोपियों के अरेस्ट को लेकर की गई बातचीत

इनके बाद जो आवाज अदालत में गूंजी, वह बेहद खास थी। खास इसलिए क्योंकि नई पीढ़ी के लिए वह नाम खौफ का पर्याय तो है, लेकिन पहचान से परे है। 1993 में हुए मुंबई ब्लास्ट के बाद से तमाम आपराधिक मामलों में देशभर की पुलिस को इस सरगना की तलाश है। लेकिन मौजूदा परिस्थितियों में पुलिस के लिए दाऊद को पकड़ पाना नामुमकिन लगता है। लेकिन पुलिस ने उसकी आवाज को जब्त करने का दावा किया और सबूत के तौर पर उसे अदालत के समक्ष रखा। पुलिस ने अदालत को दुबई से दाऊद और पाकिस्तान से जावेद चुटानी के बीच हुई बातचीत के कुछ अंश सुनाए।

अभियोजन पक्ष ने अदालत को बताया कि यह कॉल इसी साल आईपीएल मैचों के दौरान टैप की गई थी। इस आधार पर आरोपियों पर मकोका लगाने को सही ठहराते हुए अभियोजन पक्ष ने आईपीएल के निलंबित खिलाड़ी अजित चंदीला और 6 अन्य आरोपियों को जमानत दिए जाने का विरोध किया। इस मामले में 21 आरोपियों को अदालत से पहले ही जमानत मिल चुकी है। बाकी 7 आरोपियों की जमानत अर्जी पर सुनवाई गुरुवार को भी जारी रहेगी।

मिड डे मील 20 बच्चों की मौत

छपरा। बिहार के छपरा जिले के प्राथमिक स्कूल के 20 बच्चों की मिड डे मील खाने से मौत हो गई तथा 27 बच्चों को अस्पताल में भर्ती कराया गया है। 18 बच्चों की हाल स्थिर है। मुख्यमंत्री नीतीश कुमार ने मामले की जांच के आदेश दिए हैं। साथ ही पीडित परिवार के परिजनों को दो लाख रूपए मुआवजे की घोषणा की है। धरमस्ती प्राइमरी स्कूल में पढ़ने वाले इन बच्चों ने दिन में मिड डे मील के तहत बनी खिचड़ी खाई थी। इसके बाद उनकी कई बच्चों ने पेट दर्द की शिकायत की तथा उनकी तबीयत बिगड़ने लगी। वे उल्टियां करने लगे। छात्र अंशु कुमार,गुंजन कुमार ने मौके पर ही दम तोड़ दिया। आनन-फानन में स्कूल प्रशासन ने शिक्षाधिकारियों और प्रशासन को इसकी सूचना दी।

सूचना मिलते ही अधिकारी डॉक्टरों की टीम के साथ मौके पर पहुंचे। सभी गंभीररूप से बीमार छात्रों को तत्काल मसरख स्थित प्राथमिक स्वास्थ्य केन्द्र ले जाया गया जहां इलाज के दौरान शिवा कुमार, काजल कुमारी, सोनी कुमारी, बेबी कुमारी,राहुल कुमार,प्रह्लाद कुमार और संजय कुमार समेत कई बच्चों का दम टूट गया। गंभीर हालत वाले बच्चों को पटना रैफर किए जाने की कवायद चल रही है। छपरा से पटना की दूरी करीब 100 किलोमीटर है। प्रशासन के आला अधिकार मौके पर मौजूद है।

163 साल सेवा करने के बाद तार ने कहा अलविदा

नई दिल्ली। डीडी न्यूज के महानिदेशक और कांग्रेस उपाध्यक्ष राहुल गांधी को भेजे गए आखिरी टेलीग्राम के साथ ही कल 163 साल पुरानी टेलीग्राम सेवा भारतीय इतिहास के पन्नों में समा गई। कल रात 11:45 बजे भारत में टेलीग्राम सेवा बंद हो गई और इसके जरिए आखिरी टेलीग्राम जनपथ स्थित केंद्रीय तार घर (सीटीओ) से अश्विनी मिश्रा नामक व्यक्ति ने भेजा, जो राहुल गांधी और डीडी न्यूज के महानिदेशक एस एम खान को भेजा गया था।
भारतीयों की कई पीढ़ियों को अच्छी और बुरी खबरें देने वाली टेलीग्राम सेवा की विदाई के दिन इससे 68,837 रुपये का राजस्व प्राप्त हुआ। एक वरिष्ठ टेलीग्राफ अधिकारी ने बताया कि कल कुल 2,197 टेलीग्राम बुक किए गए, जिनमें से कंप्यूटर के माध्यम से 1,329 और फोन के जरिए 91 टेलीग्राम बुक कराए गए।
एक अधिकारी ने कहा कि कई लोगों ने कल सीटीओ जाकर अपने टेलीग्राम बुक कराए हैं। पिछले कुछ वर्षों से लगभग भुला दी गई टेलीग्राम सेवा के आखिरी दिन अपने प्रियजनों को संदेश भेजने के लिए कल राजधानी के चार टेलीग्राफ केंद्रों में बड़ी तादाद में लोग उमड़े, जिनमें कई युवा भी थे, जो पहली बार इस सेवा का उपयोग कर रहे थे।

भारत में टेलीग्राम सेवा की शुरुआत वर्ष 1850 में कोलकाता और डायमंड हार्बर के बीच प्रायोगिक तौर पर की गई थी। अगले साल ब्रिटिश ईस्ट इंडिया कंपनी ने इसका खूब उपयोग किया। वर्ष 1854 में यह सेवा जनता के लिए उपलब्ध करा दी गई थी। उन दिनों यह संचार का यह इतना महत्वपूर्ण माध्यम था कि देश की आजादी के लिए लड़ने वाले क्रांतिकारी अंग्रेजों को संचार से वंचित करने के लिए टेलीग्राम लाइनें ही काट डालते थे।

एसएमएस, ईमेल और मोबाइल फोन जैसी आधुनिक प्रौद्योगिकियों की वजह से लोग टेलीग्राम सेवा का उपयोग बेहद कम करने लगे और देश की यह प्रतिष्ठित सेवा धीरे-धीरे गुमनामी में खोती चली गई।
